This seems to be a pretty good description and also ties with Bill Mahrer being charmed by Trump. It’s not Stalin so much, but the people who carried out his deranged policies. The Idea is that the Trump’s minions are contriving incidents and then building a narrative that builds outrage and support from their followers. Then they use this contrived incidents to attack an entire group. Little Stalins and Nuclear Nothingburgers- The “Denver After Dark” perspective on purposeful overreactions to radicalize the base (Intel Officer perspective).
